THE FOLLOWING is the text of the all-party motion agreed in the Dáil without debate:
That Dáil Éireann sincerely apologises to the victims of childhood abuse for the failure to intervene, to detect their pain, and to come to their rescue; accepts all the recommendations of the Ryan report and supports their full implementation; recognises that the victims of these appalling abuses must be consulted on the forms of support they need; recognises that supporting the victims and survivors must be the priority for all concerned; calls on the congregations to commit to making further substantial contributions by way of reparation, in the context of discussions with the State, including to a trust to be set up and managed by the State for the support of victims and to other education and welfare purposes; and agrees that a two-day debate will take place on a substantive motion to be agreed.
