Brussels - The European Commission President, Mr Romano Prodi, has called on EU leaders to agree a broad agenda for a debate on the future of Europe. The leaders will set the agenda when they meet in the Belgian royal palace in Laeken next week, reports Denis Staunton
Among the issues that Mr Prodi wants to include in the debate is the abolition of national vetoes for most EU policy areas. The government has made clear its opposition to re-opening the question, which was among the most controversial at last year's Nice summit.
