London - Queen Elizabeth of Britain is to visit the Indian city of Amritsar next month despite the reservations of the Indian government, the Sunday Telegraph reported. It said British and Indian officials had agreed on a formula that would allow the queen to visit the city without having to make a formal apology for a 1919 massacre by British troops.
Buckingham Palace could not be contacted for comment on the report which said the queen would lay a wreath at a memorial park on the site of the shootings and observe a minute's silence as a mark of respect.
