The publication of the Ryan report last year has helped to significantly raise awareness about the vulnerability of young people, Ombudsman for Children Emily Logan said today.
Speaking at the unveiling of a new schools resource pack that outlines the rights and entitlements of young people, Ms Logan also said she was hopeful that a children's referendum would be held before the end of 2010.
Ms Logan, who has been Ombudsman for children since 2004, welcomed comments made in the Dáil earlier this week by Minister of State for Children's Affairs Barry Andrews that the country has never been so close to constitutional change.
"I would share people's desire and say that it would be great to see a constitutional referendum this year. The issue has obviously gotten caught up in wider political issues such as byelections and mayoral elections, but people are well aware of the vulnerability of children - whether that be individuals such as Tracey Fay or Daniel McAnaspie or others," she said.
Ms Logan said publication of the Ryan report had helped to bring about a shift in attitudes over children's rights.
"When I began as Ombudsman six years ago I found it very difficult to generate debate about young people's issues. Now this week alone we have seen both the Dáil and Seanad debate children's rights in the context of child protection. The publication of the Ryan report has arguably helped to bring about that shift in attitudes.
"We have political consensus that something really strong has to be done with regard to children's rights and if you match that with the change in public consciousness then I would feel optimistic that change will be forthcoming," she added.
Ms Logan said the Citizen's Information Board's schools new resource pack was a good example of children's right's in practice.
“The younger we talk to people and the more we inform them of their rights and entitlements, the more responsible they will become,” she said.
The Rights and Entitlements for Young People pack has been developed as a programme for Transition year students. Designed to teach students about their legal rights, it provides practical information on a range of topics including consumer issues, work, travel, education and family life.
