The spokesman said talks have just started with the works council of its Bruchsal plant in Baden-Wuerttemberg. He declined to give details when a decision would be reached.

The move would see up to 600 job cuts in its German factory, which makes digital subscriber-line modems.

A spokesman attributed the downsizing and the move to China to tough competition abroad and "enormous" price pressure worldwide.

He said China has been considered as a possible site to transfer production because Siemens has several factories there.
