Although military force may have to be used against Iraq as a last resort, the European Union's foreign policy chief Mr Javier Solana said the EU remains opposed to any unilateral military action to remove President Saddam Hussein.

In an interview with the
Berliner Zeitung
daily published today he said: "It might be necessary to threaten Iraq with military means. But that decision can only be taken by the United Nations," Solana said.
"We're opposed to a preventative war against Iraq. That kind of action would be against international law. All necessary steps against Iraq should be decided within the framework of the UN," he said.
However he added: "I don't want to exclude the need for a military threat when all other means of pressure have failed. Of course, this kind of threat may upset country A, B or C," he said, in reference to Chancellor Gerhard Schroeder's rejection of German participation in any international force even with a UN mandate.
