Montrouis, Haiti - Recovery crews prepared to try moving a sunken ferry and its entombed passengers from the muddy sea bottom yesterday as Haiti began three days of mourning for victims, possibly numbering more than 200.
Maritime authorities investigating the accident said the ferry was not overloaded and appeared to put the blame for the disaster on passengers.
But the US Coast Guard said Haitian Coast Guard officials had reviewed the ship's registration document and said it was authorised to carry only 80 passengers.
