The following is the summit statement on Northern Ireland:
The European Council recognises the importance of maintaining the momentum created by the historic agreement reached in Belfast on 10th April and of seizing the opportunities created by that agreement.
It reiterates its determination, which is fully shared by the Parliament and the Commission, that the Union should continue to play an active part in promoting lasting peace and prosperity in Northern Ireland and reaffirms the conclusions of the Cardiff European Council in that regard.
The Cardiff summit reaffirmed the EU commitment to funding in Northern Ireland.
EU leaders noted the "substantial progress" made by the aspirant member states of eastern and central Europe in preparing for EU membership but shied away from any direct promise to include more in the advance group of six.
The final declaration came as a disappointment to Latvia, Lithuania and Slovakia whose performance, and in the latter's case, democratic reform, had been praised by the Commission.
