The Emergency Response Co-ordination Committee would decide how best to implement their recommendations.
A "well-tested" arrangement is in place, using the Garda Communications Centre, to initiate the plan.
Information will be issued on radio, TV, Aertel and the internet.
Advice given will be the estimated arrival time; extent and nature of radioactive cloud; and the geographical spread of contamination.
People will be advised to remain indoors, with doors and windows closed and ventilation systems turned off.
There would be restrictions on consumption of contaminated food or water supplies.
There may be modifications of agricultural practices.
In the event that iodine tablets are required arrangements for their distribution would be made.
The plan cannot cater for the absence of an early warning in the event of a terrorist attack.
