The Commission Investigations Bill is expected to be circulated before the Dáil adjourns in early July for the summer recess, the Taoiseach, Mr Ahern, told the House.
The Bill is to put in place mechanisms to investigate matters of public interest currently investigated by tribunals.
Mr Ahern was responding to Opposition deputies who referred to yesterday's report in The Irish Times that three tribunal barristers shared €8.5 million in legal fees.
The Fine Gael deputy leader, Mr Richard Bruton, said the Minister for Justice had proposed a new investigations Bill. "People will be scandalised by the fact that we now have nine tribunal millionaires arising from the tribunals," he said.
Mr Joe Higgins (Socialist Party, Dublin West) said: "The tribunals are now making more millionaires than they are investigating."
