French television channel TV5 is "considering what legal and political steps it should take to ensure its viewers' rights are not marginalised" over changes in how the channel is broadcast by NTL.
NTL decided last May to broadcast TV5 on a different frequency, and next month TV5 will share channel space with CNBC, a business channel.
CNBC will be available from 6 a.m. to midday.
TV5 said in a statement NTL had moved it to a frequency on the cable network which "only less than one-third of its customers can receive".
However, NTL rejected the claims. A spokeswoman for the company said it "went to all the right channels" in relation to the changes.
It informed its customers and got approval from the telecoms regulator, as well as informing TV5. The channel had just moved position, she said.
The spokeswoman said that since May .02 per cent of the total number of NTL customers in Dublin made inquiries to NTL about TV5. In these cases, the channel has since been tuned in to TV5.
The NTL spokeswoman said it would continue to cater for TV5's viewers. She said TV5 would also be replicated on its digital platform, to be launched in September.
