Washington - US voters delivered a grim message to President Clinton yesterday as the Republican Party swept the board in the four most important contests in Tuesday's "off-year" elections, Martin Kettle reports.
The Republican successes pave the way for the even bitterer contests that can be expected in next year's mid-term elections, in which the Democrats will try once more to regain control of the Congress for Mr Clinton's final two years.
The most emphatic Republican victory came in New York City, where the mayor, Mr Rudolph Giuliani, won a second term from voters who rewarded his tough law and order policies.
