During the civil action taken by Paula Jones alleging sexual harassment by Mr Clinton when he was governor of Arkansas, the judge in that case ruled on a definition of what constituted sexual relations.
It was this definition that President Clinton relied upon in his deposition in that case, and also in his testimony to the grand jury investigating his affair with Monica Lewinsky.
The definition is as follows: "For the purposes of this deposition [in the Jones case], a person engages in `sexual relations' when the person knowingly engages in or causes -
(1) contact with the genitalia, anus, groin, breast, inner thigh, or buttocks or any person with an intent to arouse or gratify the sexual desire of any person." Additions suggested as (2) and (3) were not agreed to by the judge and therefore did not form part of the definition of sexual relations.
