Earlier streets around the complex were cleared by police in a major security operation after a suspect package was found.

The package, which was left at a Pennsylvania Avenue gate, was later found to be harmless.

During the alert President Bush had been left inside the building for his own safety.

Security around the President has been stepped in the run up to the Summit of the Americas in Quebec this weekend. He is due to leave for Canada today.
