MOSCOW - Russian President Boris Yeltsin said a television address yesterday he would retain his loyal prime minister, Mr Viktor Stepanovich Chernomyrdin, but vowed to make "serious adjustments" to reforms and gave Gen Alexander Lebed a mandate to smash crime.
The 65-year-old president has not been seen in public since June 26th and had made only one previous television speech since winning another four-year term on July 3rd.
