Sir, - In the "Information Guide to our Health Services" issued by the Department of Health, which is freely available to members of the public, the section entitled "Private Health Insurance" summarises the Health Insurance Act, 1994. It states that under the Act, insurers are required to comply with the principles of community rating, open enrolment and lifetime cover.
Are we to surmise that the people at BUPA did not read the Act before putting forward their proposals? - Yours, etc.,
