Madam, – Rather than allocating funds to hire more and more staff to clean up beaches after the litter louts have gone home, would local authorities not find it more useful in the long-term to spend money on hiring and training additional litter wardens to patrol such public spaces?
These wardens should be numerous and high profile enough (especially during spells of warm weather) to deter people from littering in the first place. In addition, they should be given the powers to caution wrongdoers and/or impose on-the-spot fines where appropriate and necessary.
The fundamental aim should be to modify wayward littering behaviour. Dispatching more cleaners to mop up other people’s mess will do very little to adjust the bad habits of those who think it is acceptable to leave their debris behind them. In fact, it might well have the opposite effect. Educating, encouraging and conditioning citizens not to pollute and litter in the first place, surely has to be the long-term goal and strategy. – Yours, etc,
