A chara, - I refer to Drapier's article (February 10th), with particular reference to the Ceann Comhairle's ruling re leaders' questions on the Order of Business.
It is interesting that Drapier chooses to overlook the Ceann Comhairle's statement to Dail Eireann wherein he explained fully the reason behind the ruling. In summary, as far back as October 1999, the Ceann Comhairle ruled that Opposition leaders could raise brief topical questions on the Order of Business. However, as this facility was becoming the object of ongoing challenges, resulting in prolonged debate and disorder, the Ceann Comhairle came to the conclusion that this particular facility would be better provided for by a change in Standing Orders.
In light of the actuality, I can only conclude that it is somewhat disingenuous for the "Insider's Guide to Politics" to refer to the Ceann Comhairle's ruling as "the surprise initiative . . . designed to stifle the capacity of the opposition parties to create trouble for the Government on the daily Order of Business". - Yours, etc.,
