Rural tourism, the life-blood of many peripheral areas, is also under severe threat and the Government must acknowledge that defensive actions should be taken to contain the economic damage.

Most small tourism businesses have invested heavily in marketing for this year's season and it now looks as if the returns are going to be minimal. This year's loss of income will inhibit marketing efforts for 2002 and many businesses will be unable to continue. The heavy job losses in this seasonal sector will have severe consequences for rural communities.

The Government must take urgent action on this issue, including: An extensive Bord Failte campaign abroad explaining the facts regarding visitor opportunities in Ireland. (Many Americans are confusing foot-and-mouth with BSE and are under the impression that humans are vulnerable to the virus.)

The provision of a clear and unambiguous list of low-risk activities, available to visitors, indicating that taking a holiday in Ireland is still an enjoyable experience. (These include summer schools, English-language learning, Gaeltacht holidays, urban entertainment, etc.)

A tax credit system to assist businesses that clearly prove they have been affected financially.
