Sir, - Like many other people, I am amazed at the way perfect road surfaces, often fairly newly laid, are torn up by different utility and telecom companies.

They are then left in a makeshift, rapidly deteriorating condition. Whose responsibility is it to ensure that roads are properly repaired to at least the same level as before such excavations? Are local authorities responsible and, if so, how can they stand over such disastrous non-repairs to our road surfaces? Has the time not come when a large fine is imposed upon any company that does not immediately repair all road works to a high standard?

There should also be an engineering member of each local authority whose job it is to supervise the quality of the road surface repairs undertaken by each of these companies. - Yours, etc.,
