Sir, - I rejoice at the settlement arrived at Stormont on Good Friday. It is the basis for achieving genuine reconciliation and peace. Two steps could help in this process.

I urge that the Parades Commission impose a year's moratorium on all marches that have caused controversy in recent years. This will require the good will of the Orange Order, loyalists and republican groups who will forgo the rights they claim to march so that inter-community harmony may be fostered.

In addition, both governments should be prepared to impose selective internment of the leaders of all splinter loyalist and republican groups and others who wish to destabilise community relations by violence and killings. - Yours, etc.,
