Sir, - A new and effective system for curbing speeding has been recently introduced in Finland.
Using mobile phones, police can use the GSM Short Messaging System to query a central database where the salary levels of all citizens are stored. A speeding fine is then calculated on the spot based upon the offender's salary; the more one earns, the greater the fine imposed.
It is a fair system considering that those who speed often drive fast and expensive cars. Perhaps the Garda could consider implementing a similar scheme. - Yours, etc.,
