Madam, - I see that Mr McCreevy's recent Budget introduced a new piece of stationery to Ireland - the "multi-annual capital envelope", to be used for capital budgeting purposes.
If I come across such an envelope, will I also find the Luas costings written on the back? - Yours etc.,
