Madam, - David Adams (Opinion, August 19th) is correct in his analysis of the Provisional movement's attempt to undermine the Taoiseach.

These are troubling times for our democracy. The State is taking a relaxed line on the wrongdoings of a terrorist organisation. The Government hopes the Provisional movement will become fully constitutional.

This is the wrong ploy. Dangerous men will use the Government's acquiescence to further their own criminal activities. The blurring of right and wrong means the police will become less effective.

People living in high-crime areas already have little faith in the State. In the current climate Provisional vigilantes will win support. In effect the Government is creating a climate where shady, secret militia will thrive.

The preachers of hate and begrudgery will stoke up resentment in working-class areas. They will blame their woes on other people's success. Social disorder on a scale unforeseen in this Republic lies ahead unless the Government acts now.

It should stop all direct or indirect unilateral negotiations with the Provisional movement. It is only one of the many players in Northern Ireland and it has stolen and laundered millions in its 37-year campaign of terror. All of the details of its crimes and where and how it hid its wealth must be handed over to the authorities. No one involved in the Provisional campaign should benefit one cent from the proceeds of crime.
