Sir, - Mr Noel Dempsey regrets the rejection of the Kyoto Treaty by the US Government. It would be nice to see him do something rather than regret what he thinks other countries should do. For instance, his tax on plastic bags still has not been enacted and he has been Minister for the Environment for three years now.

We're often presented with "Europe" as a model to emulate. It's a pity that we don't emulate some of the good features of some European countries. In the Netherlands you bring your own box or bags to the supermarket or you do without - this was 10 years ago, never mind now. It's so facile to say what other countries should do, as so well put by Kevin Myers (An Irishman's Diary, April 3rd). And nowhere have I seen facts (as distinct from opinions) that present the bad as well as the good points of the Kyoto Treaty.

By the way, the US signed the treaty as a gesture of support for international co-operation to stem global warming, but the Clinton administration said it would not ask the Senate to ratify the treaty until developing countries - among them, China - agreed to the measures too. - Yours, etc.,
