Sir, – The removal of consumption-based water charges is an attack on personal liberty and responsibility. Under this regime I could control the amount of tax I paid by taking measures to reduce my consumption. I will now be compelled to pay for the wastefulness of others.
As an incentive to conservation I suggest that tax credits be given to those consumers who use less water than the allowance allocated to every household. The credit should relate to the amount of savings achieved. – Yours, etc,
