1. Offaly recommend that all the current hurling and football experimental rules should be dropped. DEFEATED

2. The Baltinglass club in Wicklow propose time-keeping duties be passed from the referee to a countdown clock or an independent time official. DEFEATED

3. Westmeath recommend electronic communication between a referee and a linesman as "the sole means of such consultation" if no other consultation has taken place. DEFEATED

5. Mayo club Ballyhaunis seek the addition of a "runner" to be allowed on the field of play after a score or wide to deliver messages. DEFEATED

7. The Down club Burren recommend a free-kick be awarded to the team in possession when a referee restarts after stopping play for an injury to a player. The current restart mechanism is by a throw-in. That motion also recommends blood substitutes be limited to 15 minutes, and after that become permanent substitutions. DEFEATED

8. This proposal from Na Fianna in Dublin calls for helmets to be compulsory for all hurling grades up to and including under-21. CARRIED

9. Dunloy propose that the pulling or taking hold of a face guard should be upgraded to a yellow-card offence. CARRIED

10. Submitted by the Connacht Council, it includes most of the experimental playing rules and the proposal that yellow cards be cumulative for the purpose of suspension. DEFEATED

11. This Mayo motion recommends players be allowed to lift the ball cleanly off the ground in football while standing or running. DEFEATED

12. A similar motion from St Joseph's in Roscommon is more permissive than Mayo's (motion 11) in that it doesn't require the player to be standing. DEFEATED

15/16/17. The use of plastic tee for kick-outs is proposed in these motions, ranging from mandatory to optional. Motion 16 (optional use) CARRIED

18. Roscommon's Kilmore club suggest the introduction of a mark, such as used in International Rules. It would be restricted to catches from kick-outs and would have to be taken between the 45-metre lines. DEFEATED

20. Louth call for the intercounty hurling eligibility rules to be amended so that players living outside the so-called "weaker" counties can play for that county. REFERRED TO HURLING DEVELOPMENT COMMITTEE

32. Controversial proposal to remove past presidents from the Motions Committee. WITHDRAWN

35. A motion from Tyrone proposes the GAA's two trustees be members of an audit committee. CARRIED

36. That the trustees' places on Management Committee be given to two nominees of the president/director general. This is similar to a proposal of the Strategic Review Committee, which wasn't accepted at the 2002 Special Congress. DEFEATED [ less than two thirds]

38. Mayo recommend the junior and intermediate club champions in every county be eligible for the All-Ireland series. DEFEATED

39. A Laois motion recommends that amalgamations and regional teams (such as South Kerry) be allowed to participate in the All-Ireland club championships. DEFEATED

40/41. Armagh and Mayo propose the restoration of the 30-man panel at intercounty level. CARRIED

43. A Westmeath proposal attempts to adjust the age limits for all underage grades, in that an under-12 player, for example, must be over 10 on December 31st of championship year, an under-16 must be over 13, etc. It incorporates eligibility for adult grades to be over 17 years of age on January 1st of that championship year. CARRIED

45. Meath club Wolfe Tones have tabled a motion to drop the calendar-year National Leagues season and revert to the old schedules of playing some matches before Christmas. The proposal is to enshrine this in rule, which would require a two-thirds majority. REFERRED TO CENTRAL COUNCIL

47. Meath club Dunsany are calling for Category C and D offences (less serious offences) to be confined to the code and level they were committed in. WITHDRAWN

50/51. The much-publicised motions to facilitate the splitting of the Games Administration Committee between its two functions of fixtures and discipline, and the establishment of a central appeals committee and an arbitration system. CARRIED
