Favre's connection with Greg Jennings with 2:03 left in the game erased a 21-17 San Diego advantage as the surprising Packers improved to 3-0 over the under-achieving Chargers (1-2).
It was Favre's third TD pass of the game and lifted the quarterback to a career total of 420, tying him with former Miami Dolphins great Dan Marino.
Joining the Packers among the NFL's undefeated after three games were three AFC powerhouses, the Super Bowl champion Indianapolis Colts, New England Patriots and Pittsburgh Steelers.
