New "super" championship, divided into three sections, will run on a league basis from March to June

New "super" championship, divided into three sections, will run on a league basis from March to June. Thereafter, the provincial and All-Ireland campaigns will be run on a knock-out system.

Present league and early qualifying stages of championship amalgamated to provide a minimum of 10 games for every county. Finishing positions in this league will provide the teams to go forward to contest the provincial semi-finals and finals and subsequently the All-Ireland series.

Three 11-team sections. Section one - seven from Leinster, four from Munster; Section two - Seven from Ulster, four from Connacht; Section three - 11 teams not included in sections one or two, including London.

Each section will be played on a round-robin system, providing five home matches and five away matches for each county. At the end of the league phase, teams progress to the knock-out stage of the championship as follows:

Section One: the four Leinster teams with the most points advance to the provincial semi-finals; the three Munster teams with the most points go forward, the top team into the provincial final and the next two into the semi-final.

Section Two: The four Ulster teams with the most points advance to the provincial semi-finals; the three Connacht teams with the most points go forward, the top team into the provincial final and the next two into the semi-final.

Section Three: The top four teams qualify for semi-finals to decide two teams that will participate in the All-Ireland quarter-finals, and in a separate competition against New York and the North American Board.

If two teams finish level on points in their respective league tables, the result of the league game involving both will decide the finishing position. In the event of a draw, scoring averages will apply.

Promotion/Relegation to apply. Top team in Section Three will be automatically promoted to replace lowest team in the province. The top two teams from Section Three will play two provincial winners on a rota system in the All-Ireland quarterfinals.

Under the proposed financial guidelines, it is envisaged dispersing the money from the league phase to provincial councils (35 per cent), away teams (10 per cent), home teams (25 per cent), public liability (5 per cent), players injury scheme (5 per cent), weaker counties (10 per cent), expenses (10 per cent).
