Launching the party's crime proposals, Willie O'Dea said its "hard hitting" legislative proposals would damage leading criminals. The party is proposing the introduction of "divestiture" orders which would force criminals to sell their stakes in "tainted enterprises" and "trusteeships", which would allow the courts empower trustees to run organisations controlled by criminals. Party leader Enda Kenny promised to appoint a minister for immigration affairs to overhaul what he described as Ireland's "dysfunctional immigration system". He said his party would introduce a rigorous system to screen people coming into the country from outside the EU for criminal records and enforce severe penalties for employers who pay immigrants below the legal rates. The party held a briefing on crime at which Ruairí Quinn proposed that the assets of criminals seized by the Cab should be reinvested in disadvantaged communities, especially areas with severe drug problems. "As the money becomes unfrozen it should... be ringfenced for redistribution in the communities from which it was misappropriated..."

Progressive Democrats

On a visit to Limerick, party leader Michael McDowell launched a five-point plan to combat crime. He said the PDs would increase Garda numbers, make criminal law fairer for victims, update Garda technology, improve Garda efficiency and invest in CCTV.

Green Party

The party launched 10 steps to clean up the environment, including opening more recycling centres with work-friendly hours, offering recycling incentives and tackling illegal dumping.

Sinn Féin

Party president Gerry Adams canvassing in Dublin North West said the party would only enter coalition if it could negotiate a programme which includes balanced regional development, investment in infrastructure to aid job creation and "an end to the two-tier health system".
