Paul Quigley of Castletroy, Co Limerick, who died on Saturday, had a distinguished career in public service and was the first general manager of the Shannon Development Company until he retired in 1986.

Before joining Shannon Development as general service manager in 1960, he was director of the Irish Management Institute since its foundation in 1953. He played a significant role in the early years of Irish Ropes as production engineer and later manager.

Mr Quigley was also the first chairman of the governing body of the NIHE, later the University of Limerick, and was a member of the Public Services Advisory Council.

Born in Dublin on February 4th, 1923, he matriculated from St Mary's College at the age of 16, and three years later became an honours civil engineering graduate at UCD. He joined the Army, first the 22nd Rifle Battalion and was an officer in the Engineers Corps until 1946.

When he retired from Shannon Development, its then chairman, Mr Frank McCabe, said that Mr Quigley had been a key figure in the semi-state sector for more than two decades.

His integrity and courage, he said, had been hugely instrumental in steering Shannon Development through a lifetime of innovative work that had enriched industrial and air traffic/tourism development to the benefit of the whole country.

Mr Quigley is survived by his wife Claire and one son James, and four grandchildren.
