Moscow - President Vladimir Putin of Russia yesterday signed into being a law that would give the Kremlin wide-ranging and draconian powers in case of serious social disruption, terrorism or natural catastrophe.

Under its provisions, the government can impose media censorship, curfews, a ban on elections or referendums and the suspension of political parties deemed to prevent a return to calm.
