Fine Gael will outline policies aimed at transforming public services at the party's ardfheis in Dublin this weekend.
Party leader Enda Kenny will set out his proposals for health, crime and the economy in his televised keynote speech tomorrow evening.
Hundreds of delegates are expected to attend the two-day Citywest Hotel event, which begins tonight with Mr Kenny's opening address.
Party health spokesman Liam Twomey said it was time for a new government with new ideas to solve the problems in the health services.
"With targeted measures on children's health, preventative health and how our hospitals operate, I believe Fine Gael has a reform agenda on health that will make a real difference to the public," he said.
Deputy leader Richard Bruton criticised what he claimed was the Government's record on wasteful spending, broken promises and missed opportunities.
"This ard fheis will not be about listing off empty promises that will not be delivered," the TD said.
The party is fielding a total of 91 candidates, 37 of which are running for the first time.
