Flood-hit England is expecting more rain and localised flooding on Sunday as reconstruction efforts continue in the worst-hit areas.
Insurers said the cost of flooding in June and July could be more than £3 billion.
Gloucestershire County Council said early indications showed that the cost of repairing roads was £25 million - the equivalent of the council's yearly road maintenance budget.
Authorities, looking to increase the supply of water to bowsers have asked the government security committee, Cobra, for help in providing more of the tanks and drivers.
They hope to replenish the tanks four times a day, increasing the supply to three million litres a day, and to raise the number of bottles of water being delivered to three million a day.
But the county council said there were still reports of some people not getting water.
Severn Trent confirmed it had restored water supply to 10,000 homes in flood-stricken Tewkesbury - a tenth of the overall homes affected in the area.
Large swathes have been left under water and at least eight people have died during a month of torrential rain.
