The Department of Transport has failed to identify the person responsible for the leak of a confidential Cabinet memorandum on Aer Rianta to the Labour leader, Mr Pat Rabbitte.
A Department spokeswoman said yesterday that a final report on the investigation by Department's secretary general, Ms Julie O'Neill, would be sent to the Garda in the coming days. "She has completed her investigation and she has not identified the source of the leak," the spokeswoman said.
Such documents are the most secret class of the Government record, with circulation limited to Ministers, their advisers and senior civil servants.
However, investigations into leaks are generally unsuccessful. The leak of the Cabinet memorandum last November led the Minister for Transport, Mr Brennan, to claim that "considerable forces" were working to undermine his plans to break up Aer Rianta and establish three stand-alone airports.
