Belgrade - Montenegro should hold a referendum on whether to continue its partnership with Serbia in the Yugoslav federation, leaders of the two republics agreed at talks yesterday.

Leaders of Montenegro favour independence but a general election in April showed voters fairly evenly split over the issue. Serb leaders want a reformed Yugoslav federation - a stance backed by Western powers who fear border changes in the Balkans could trigger unrest elsewhere in the region.
