London - The British Prime Minister, Mr Tony Blair, enjoying a vast majority because of Britain's first-past-the-post electoral system, yesterday ordered preparations for a referendum on replacing it with one fairer to small political parties.

Keeping a pledge he made to the minority Liberal Democrats before May's general election, Mr Blair set up a commission to decide on an alternative system for electing MPs which would be pitted against the first-past-the-post system.
