Manila - Philippine riot police yesterday stopped about 3,000 protesters from entering the grounds of Congress, where retiring President Fidel Ramos was due to give his last state-ofthe nation address. More than 100 police blocked the crowd of mostly workers as they marched towards the legislature demanding higher wages and an end to the economic reforms which they claim have opened up the country to foreign exploitation. - (Reuter)
