Washington - Last month's attacks marked a "seismic seachange of historic proportions" in relations between the US and Russia, the US Secretary of State, Mr Colin Powell said yesterday. He said Russia's pledge of full co-operation with a US-led anti-terror coalition as well as the improvement in ties between Moscow and NATO would have been "unthinkable" in the past.

"It is a seismic seachange of historic proportions," Mr Powell told a small group of reporters at the State Department.
