London - Human rights activists yesterday threatened legal action against the police forces of four nations which they accused of "collusion" to smother recent protests against the Chinese President, Mr Jiang Zemin.

The groups from Britain, France, Australia and New Zealand campaigning for Tibetan independence said they had experienced similar "difficulties in protesting" against China's human rights record in all four countries. The Metropolitan Police Commissioner, Sir Paul Condon, said yesterday that his force's handling of the Chinese state visit was not "totally right".
