United Nations - The UN Secretary General, Mr Kofi Annan, announced in a letter to the UN Security Council that voter registration for a poll on the future of East Timor can start tomorrow without further delay.

But in the letter, he said that he had taken the decision, to be reviewed in 10 days, based on "positive assurances" on security by the Indonesian authorities and "on the condition that meaningful, visible improvements in the security situation will be observed in the immediate future."
