He was anything but honest.
Minister Jacob's problem is that he tried to convince us that we have a workable biological or nuclear disaster plan (which we haven't), but he failed. The honest answer would have been to say that we had no workable plan, and to explain why and what he was doing about it. Instead he tried to do what our public representatives repeatedly do: hoodwinking. For that he deserves all the bad publicity that he's got. - Yours, etc.,
