Madam, - In his article of July 5th, Charlie McCreevy writes: "I note, but cannot accept, the points made by your correspondent about the locations chosen as Departmental headquarters. They are frankly excuses to do nothing and doing nothing was not an option".

These alarming comments prompt at least two questions.

Firstly, why is a discussion about the chosen locations a recipe to do nothing? Surely there must be real reasons for the locations chosen.

And why is doing nothing not an option? "What kind of message would this send out to those who wish to decentralise?" Mr McCreevy asks. As far as I can read, this is the only reason he gives.

This strongly suggests that Mr McCreevy has got himself so deeply committed to the decentralisation process that whether it is right or wrong he cannot draw back. - Yours, etc.,
