Eschewing the balmy summer months, Tulca is the visual arts festival that braves the edge of winter. It has consistently delivered quality projects. The key seems to be the commitment of both the curators – Aisling Prior this time around – and the artists. This year they also have the excellent Festival Gallery on Market Street to work with. Mark Wallinger, Bedwyr Williams, Young-Hae Chang Heavy Industries, Katie Watchorn, Padraic E Moore, Fergus Martin, Elaine Leader and many more will be featured. Aidan Dunne
