The number of local authority homes being built around the country has dropped by 14 per cent, according to statistics published yesterday.
Of the 35,307 homes built in the State from January to June 2005, only 1,376 were built by local authorities, with voluntary and co-operative housing schemes accounting for a further 548.
In addition, only 494 social and affordable homes were built under Part V of the Planning and Development Act.
Part V allows for 20 per cent of private development to be earmarked for social and affordable housing.
Labour TD Eamon Gilmore said the amount of social and affordable housing being provided is about a tenth of what should be coming through.
"The reality is that Ireland is now building more than twice the number of holiday homes than council houses," he said.
"These figures show that while the Government is clapping itself on the back over the total housing output, it is failing to provide housing for those most in need," Mr Gilmore said.
