The Fine Gael spokesman on justice, Mr Jim Higgins, has called for an identity card scheme for 18-year-olds. In a statement yesterday he said the scheme had been provided for in legislation but never introduced. "The Junior Certificate results this week will unfortunately bring about, yet again, the national orgy of under-age drinking."
He said a legally enforceable ID scheme operated by the Garda could have a significant impact on teenage drinking.
