PARIS - A French court yesterday threw out a libel suit brought by President Saddam Hussein of Iraq against the left-wing weekly Le Nouvet Observateur on technical grounds.

Mr Saddam had brought the suit on the grounds that the magazine had libelled and insulted him. The court said he should not have pressed libel charges but charges for insults against a foreign head of state, an offence in France.
