Paddy McKillen jnr and Matthew Ryan, who are major shareholders in the Press Up hospitality group, have lodged fast-track plans for a €200 million, 493-unit apartment scheme on a site between Monkstown and Blackrock in south Dublin.
The two are directors of Oval Target Ltd and the company is seeking permission for the 11-block scheme – including one block rising to 10 storeys in height – on lands at St Teresa’s House , Temple Hill in Monkstown.
The 493 apartments are to be comprised of 220 one-bedroom units, 208 two-bed apartments , 47 three-bed units and 18 studios on a site within one kilometre of Blackrock village.
Proposal
In its proposal the company has put an indicative price tag of €19.99 million on the sale of 50 apartments to Dún Laoghaire-Rathdown County Council for social housing as part of the firm’s Part V social housing obligations.
The Part V documentation lodged on behalf of Oval Target puts an indicative price of €512,747 on the three-bedroom unit, €484,978 on the two-bedroom apartment and €352,291 on the studio.
Oval Target previously secured planning permission for 291 residential units in June 2019 on the same site in the face of some local opposition concerning aspects of the scheme and that permission still remains in place.
Planning consultants for the firm Brock McClure told An Bord Pleanála the scheme would "create a unique sense of place with a strong community identity characterised by the sylvan wooded nature of this mature site while integrating St Teresa's House as a prominent focal point set within formal gardens and providing a rich historical backdrop to the new development".
Brock McClure said the development had “been prepared in the context of current national planning policy, which ultimately seeks the expedient delivery of critically required quality residential development at strategically located sites proximate to public transport nodes and corridors”.
Scheme
Architects for the scheme O’Mahony Pike said “the masterplan provides for a complementary balance between new building interventions, retention of existing historical buildings and the enhancement of existing and new landscape features”.
The proposed residents’ amenities include a single-storey over-basement glass pavilion housing a reception, work booths, a meeting room, resident’s lounge, gym and a studio.
The Strategic Housing Development (SHD) scheme is one of a number of large-scale developments put before An Bord Pleanála in the week before Christmas.
Red Rock Glenageary Ltd has lodged plans for 147 build-to-rent apartments for Sallynoggin Road Lower and Glenageary Avenue in Dún Laoghaire.
In another scheme, a subsidiary of Pat Doherty’s Harcourt Developments, Greenseed Ltd has lodged plans for 750 apartments for Park West in Dublin 12.
That scheme comprises seven apartment blocks with one rising to 15 storeys in height on a site east of the M50 and south of Cherry Orchard and Ballyfermot residential areas.
