The scheme forms part of the major Players Square development at the South Circular Road.

It will see 270 apartments built on the grounds of the former industrial site, and was given the green light by city council planners last month.

This decision, however, has been appealed to An Bord Pleanála by a number of residents.

The scheme is being developed by UK firm Bee Bee Developments and Irish construction firm PJ Walls and includes own-door offices, commercial and retail units, a medical centre and swimming pool.

Gerry Cahill Architects designed the scheme, which will be built in six blocks ranging in height from two to 12 storeys.

In her appeal to An Bord Pleanála, Louise Masterson pointed out that over 70 per cent of the apartments are one and two-bedroom units, and she said this would not "advance the place of families living in the area".

The scale of the scheme has also been criticised. Antoin Doyle expressed his concern that the 12-storey building on Reuben Street, at Dolphin's Barn, would set an unwelcome precedent for the future development of the adjoining sites at the Coombe Hospital, St Teresa's Gardens and the nearby playing pitches.

In a letter to the planning board, Emma Donnellan described the proposed height of some of the buildings as "inappropriate" for the low-rise South Circular Road area.

She also criticised the design of the social and affordable housing element of the scheme, describing it as "inadequate compared to the rest of the accommodation".

"They are substantially smaller in size and are not integrated into the development and are all lumped together on one corner of the site."

Planning permission for 484 apartments and retail units at an adjoining site, the former John Player cigarette factory, was granted late last year. This decision is also under appeal to the planning board.

Together the development of the Bailey Gibson and the John Player site will see the development of a new neighbourhood called Players Square.

It will comprise over 700 homes, a school, retail and community facilities.
