New Delhi - A quarter of India's billion-strong population lives below the official poverty line, although poverty has decreased over the past decade, the government said yesterday. In a statement the government said poverty was determined on a cut-off figure of 454 rupees ($9.75) per head per month for people living in urban areas, 327.56 rupees for those living in rural areas.
